Pinellas County, the barrier island off Clearwater

Clearwater Beach, Florida: home turf of the grouper sandwich

Order lunch anywhere on Clearwater Beach and someone at the next table is eating a grouper sandwich. It is the signature plate of this stretch of coast, with a history, a scandal and a season. Here is the short version, and a grilled grouper Reuben to build in your own kitchen.

How a sandwich took over Pinellas

Grouper was not always prized. Rodney Kite-Powell, writing in Tampa Magazine, found an early Tampa Tribune note about fishermen at Port Tampa using small grouper as bait for redfish. It soon moved from the bait bucket to the dinner menu, and after World War II the beach restaurants of the Gulf Coast leaned into whatever came off the local boats.

Nobody can prove who first put grouper on a bun. A member of an old Tampa fishing family claimed the idea, and the earliest known advertisement ran in Panama City in 1974. By the mid 1970s the sandwich was everywhere in West Central Florida, and by the end of the decade two Pinellas County restaurants led the field: the Hurricane Lounge on Pass a Grille, selling it since 1977, and Frenchy's, which opened its first Clearwater location in 1980 and added the sandwich soon after.

The 1980s brought a new style. Chef Paul Prudhomme's blackened redfish was a national craze, and Florida cooks started blackening grouper to give a mild fish more character. Fried, grilled or blackened are still the three choices on most menus near the beach.

Success came with problems. Demand pressed hard on grouper stocks, and the state banned harvest of the giant goliath grouper in the early 1990s. In the early 2000s, DNA tests at restaurants and suppliers found that many diners paying for grouper were eating tilefish or tilapia instead.

Grouper seasons, 2026

Off Pinellas County, the FWC writes the rules for the Gulf out to nine miles. Gag, the classic sandwich fish, got only one month in 2026. An executive order set the recreational season at September 1 through 30 to line up with federal waters, and gag closed again on October 1. The minimum is 24 inches, with two gag allowed inside a combined daily limit of four grouper.

Anglers who miss that window still have red grouper, which state waters keep open all year. Keepers must reach 20 inches, two per angler. Beyond 20 fathoms, in federal water, reds close each February and March. If you buy grouper to cook, ask the counter which species it is and where the boat landed it. After the substitution years, a good fishmonger expects the question.

Eat and shop local

Where to eat and what to bring home from Clearwater Beach

The places we would send a friend: kitchens locals swear by and shops worth the stop. Every one was open when we checked in October 2026. Hours run seasonal on the coast, so call ahead.

Clearwater Beach itself is mostly resorts and beach bars, so local shopping is thin. For galleries, books and gift shops, downtown Dunedin is about 20 minutes north. Stone crab season runs mid October to May.

From the lineup

What we would pack for a grouper lunch

Beach menus offer grouper three ways. Our bottles line up with each of them, and with the shrimp basket on the side.

RiverKingz All Purpose Rub

Mild, 4 oz, $9

Garlic up front, a deep savory base and almost no heat. It lets a grilled grouper fillet taste like grouper.

Gulf Coast Blackening

Some Heat, 3 oz, $9

Smoky and herby, with pepper that builds. If your crowd orders blackened every time, this is the shaker.

Grand Isle Hook Set Sauce

Some Heat, 8 fl oz, $12

A Louisiana style hot sauce that ends on lime. Whisk it into the sandwich dressing or splash it over fried fish.

Cook it at home

Grilled grouper Reuben on rye

Fried, grilled and blackened are the beach standards. At home we like a fourth build: a grilled fillet on toasted rye with Swiss, crunchy slaw and a hot sauce dressing.

What you need

  • Four 5 to 6 oz grouper fillets
  • 2 tsp RiverKingz All Purpose Rub and a little oil
  • 8 slices rye bread, buttered on one side, and 4 slices Swiss cheese
  • 2 cups shredded cabbage slaw, lightly dressed
  • 1/3 cup Thousand Island dressing with 2 tsp Grand Isle Hook Set Sauce
  • A grill basket or a well oiled grate

How it goes

  1. Heat the grill to medium high. Oil the fillets and season both sides with RiverKingz.
  2. Grill the grouper about 4 minutes, turn it once with a wide spatula, and cook 3 to 4 minutes more, until it flakes at the center.
  3. While the fish cooks, toast the rye butter side down on the cooler side of the grill, adding Swiss to four slices so it melts.
  4. Stir the Hook Set Sauce into the Thousand Island dressing.
  5. Stack each sandwich: cheese side up, a fillet, a mound of slaw, a spoonful of dressing and the second slice of rye. Cut in half and eat it while the bread is still crisp.
Worth knowing. Grouper is lean and sticks easily. Clean and oil the grate well, and do not try to turn the fillet until it releases on its own.
