Pinellas County, the Gulf Beaches

Madeira Beach, Florida: grouper, party boats and John's Pass

Madeira Beach grew up around a channel that a hurricane cut in 1848, and it still lives off the boats that run out of it. Here is what lands at John's Pass, when the grouper are in season, and a grouper chowder to feed a crew at home.

A pass, a turtle hunter and a fishing fleet

John's Pass is the channel between Madeira Beach and Treasure Island, and it exists because of weather. Hubbard's Marina, which has worked these docks since 1928, traces it to the unnamed hurricane of 1848 that carved a gap through the barrier island. The pass takes its name from Jean Levique, called John, a turtle hunter and fisherman who lived nearby.

The town came later. The City of Madeira Beach dates the Welch Causeway to 1926 and its own incorporation to May 5, 1947, voted in the recreation hall of a trailer park on 150th Avenue. In 1951 it merged with South Madeira Beach to form the city that stands today. In 1980 Wilson Hubbard built the boardwalk and led the development of John's Pass Village, the strip of shops, docks and seafood kitchens most visitors now picture when they hear the name.

The fishing never left. Hubbard's still sends boats into the Gulf on trips that run from a five hour half day to a 44 hour full moon run, and what comes back to the cleaning tables leans hard on reef fish: grouper, snapper and whatever else bites over hard bottom. Even Ted Peters, the smoked fish man of South Pasadena, started out here. The St Pete Catalyst reports he took a job at the Fisherman's Co-op on Madeira Beach and sold fish door to door from a washtub of ice.

Grouper rules worth knowing

Grouper is the fish people come here to eat, and state rules keep a short leash on it. Under FWC regulations, red grouper from Gulf state waters can be kept year round at 20 inches or longer, two per angler, and nobody may take more than four grouper of all kinds in a day. Gag runs on a much tighter clock. For 2026 the agency lined up with the federal season and allowed gag only during September, at 24 inches or more.

Out past the 20 fathom line, red, black and scamp grouper go off limits from February 1 through March 31. Private boat anglers chasing reef fish also need the State Reef Fish Angler designation. Buying instead of catching? Ask which grouper is on the ice. Red and gag eat alike, but they keep different calendars.

Bottles for a day on the party boat

Reef fish want a little citrus, a little smoke and something bright on the side.

Port A Shrimp Shack

Some Heat, 3.5 oz, $9

Named for Port Aransas. Celery seed and coriander up front with a bright citrus note behind, and it seasons a fish chowder as well as a shrimp pot.

Grand Isle Hook Set Sauce

Some Heat, 8 fl oz, $12

Our Louisiana style hot sauce: red jalapeño and roasted pepper, finished with lime. Shake it over fried grouper or stir it into tartar sauce.

Gulf Coast Blackening

Some Heat, 3 oz, $9

Smoke, herbs and a slow pepper build. When you would rather sear a grouper fillet than simmer it, this is the crust.

Cook it at home

Grouper chowder for a party boat crew

When the boats come back heavy, the smaller fillets and trimmings end up in a pot. This creamy chowder pairs firm grouper with our boil seasoning, which does its job in a soup pot as well as in boil water.

What you need

  • 1 1/2 lb grouper, in bite size chunks
  • 4 strips bacon, chopped
  • 1 onion and 2 celery ribs, diced, plus 1 lb red potatoes in small cubes
  • Port A Shrimp Shack
  • 1 quart fish or chicken stock, 1 cup heavy cream and 1/2 cup whole milk
  • Hook Set Sauce for passing

How it goes

  1. Render the bacon slowly in a Dutch oven until it crisps. Scoop it onto a plate and pour off all but about 2 tbsp of the drippings.
  2. Add the onion and celery and let them go soft, about 5 minutes. Sprinkle in 1 tbsp Port A Shrimp Shack and stir for a few seconds.
  3. Pour in the stock, add the potatoes and simmer 12 to 15 minutes, until a knife slides through them.
  4. Dust the grouper with a pinch more Port A. Add it with the cream and milk, then keep the pot barely trembling for 5 to 6 minutes, until the fish turns opaque and breaks into flakes.
  5. Taste, top each bowl with the bacon and let everyone add Hook Set Sauce.
Worth knowing. Once the cream and fish go in, never let the pot boil. A rolling boil curdles the dairy and shreds the grouper.

Questions

Questions about Madeira Beach

When is the John's Pass Seafood Festival?

In late October. The 2026 edition runs October 23 to 25 at John's Pass Village and Boardwalk, free to enter, with a ticketed fish fry the night before. 2027 dates are not announced yet.

When is grouper season near Madeira Beach?

Grouper is firm and mild, so it takes high heat well. Blacken it in cast iron, grill thick fillets over medium heat or simmer chunks gently in a chowder. It is done when it flakes and turns opaque in the center.
