Bay County, the Unforgettable Coast

Mexico Beach, Florida: the little town that rebuilt its reefs and its table

In 2018 a Category 5 storm came ashore almost on top of this town. The houses went first, but the reefs offshore stayed, and so did the people who fish them. Here is what Mexico Beach catches, when it cooks, and a reef fish gumbo for home.

Ground zero, and after

Mexico Beach is a small city on U.S. 98 at the eastern edge of Bay County. Its history page credits the highway, finished in the 1930s, and Tyndall Field, built in 1941, for bringing people here. In 1946 local businessmen bought 1,850 acres of beachfront and began selling lots. The canal to the Gulf opened in 1955, and the city incorporated in 1967.

On October 10, 2018, Hurricane Michael made landfall near Mexico Beach and Tyndall Air Force Base as a Category 5 storm. The National Hurricane Center's report puts the surge in town at as much as 14 feet above normally dry ground, measured by a sensor on the Mexico Beach pier. Of 1,692 buildings in the city, 1,584 were damaged and 809 were destroyed.

The Census tells the rest. The city counted 915 residents in April 2020, and the 2025 estimate is 1,275, more than before the storm. Local businesses have reopened one at a time.

What never left was the fishing, and the reason sits a few miles offshore.

Reefs on a sandy floor

In 1997 local anglers and divers formed the Mexico Beach Artificial Reef Association, a volunteer group that works with the FWC to give fish more structure to live on. The town's tourism office counts more than 290 reefs built from over 4,000 pieces since then, from Reef Balls and pyramids to old barges, tugboats, shrimp boats and even concrete mixer trucks, sitting 2 to 30 miles out in 20 to 120 feet of water.

Those reefs are why a Mexico Beach cooler so often holds grouper, red snapper, amberjack and cobia. Two 1942 wrecks add to the map: the tanker Empire Mica, sunk by a U-boat, and the lumber ship Vamar, which went down just off the beach. A reef fish, blackened hard and laid on a toasted bun, is the lunch we would point you to first.

What is in season

The Mexico Beach fishing year

Grouper, snapper and scallop rules are the FWC's 2026 dates for recreational anglers. Mackerel timing comes from the Mexico Beach tourism office's fishing guide.

The places we would send a friend: kitchens locals swear by and shops worth the stop. Every one was open when we checked in October 2026. Hours run seasonal on the coast, so call ahead.

Hurricane Michael leveled most of Mexico Beach in 2018 and the town is still rebuilding, so the dining scene is small and mostly casual. Port St. Joe is about 15 minutes east for more options.

From the lineup

Three bottles for the boat ramp

Three bottles for the fish that come back from the reefs, and the gumbo pot in February.

Gulf Coast Blackening

Some Heat, 3 oz, $9

Our blackening blend: smoke, herbs and black pepper heat that keeps climbing. It turns a grouper fillet dark and crisp on the outside.

Grand Isle Hook Set Sauce

Some Heat, 8 fl oz, $12

Our hot sauce, lime on the finish and red jalapeño underneath. A few dashes in every bowl of February gumbo.

RiverKingz All Purpose Rub

Mild, 4 oz, $9

Garlic led and gentle, with about 10 percent salt. It seasons a gumbo pot without pushing the salt past where you want it.

Cook it at home

Grouper and shrimp gumbo for cook-off season

The cook-off is in February, but seafood gumbo suits any cool evening. Go slow on the roux and add the fish only at the end.

What you need

  • 1/2 cup canola oil
  • 1/2 cup all purpose flour
  • 2 cups chopped onion, celery and green bell pepper, mixed
  • 4 garlic cloves, minced
  • 6 cups shrimp or fish stock, warmed
  • 1 tbsp RiverKingz All Purpose Rub
  • 1 lb grouper fillet in 1 inch pieces and 1 lb peeled Gulf shrimp
  • Cooked white rice, sliced scallions and Grand Isle Hook Set Sauce

How it goes

  1. Warm the canola in a Dutch oven, whisk in the flour and keep it moving with a flat spatula. In half an hour or so it should turn a deep brown, close to a pecan shell.
  2. Tip in the chopped vegetables, which cool the roux and stop it darkening. Cook until they slump, then add the garlic and RiverKingz.
  3. Pour the warm stock in slowly, stirring as it thickens, then let the pot bubble gently, uncovered, for about 45 minutes. Lift off any oil that pools on top.
  4. Drop in the grouper and shrimp and give it 5 or 6 minutes, until the shrimp curl pink and the fish flakes. Fold gently so the pieces hold.
  5. Spoon over rice, top with scallions and let each person add Hook Set Sauce to taste.
Worth knowing. Burned roux smells bitter and shows dark flecks. If that happens, toss it and begin again; nothing rescues it.
