Monroe County, the Upper Keys

Key Largo, Florida: dinner from the first undersea park

The first island in the Keys is famous for what lies offshore. A protected coral reef, a lobster rule found nowhere else, and yellowtail snapper that goes from reef to skillet the same day.

An island that faces the reef

Key Largo is the first island you reach in the Florida Keys, an easy hour's drive from Miami. The Monroe County tourism council calls it the Diving Capital of the World, and the reason sits just off the Atlantic shore: John Pennekamp Coral Reef State Park, which Florida State Parks describes as the country's first undersea park, covering about 70 nautical square miles of reef, seagrass and mangrove.

The park exists because of a warning. In 1957 Dr. Gilbert Voss of the University of Miami told a conservation conference that Keys corals were being hammered, chiseled and even dynamited to make tourist souvenirs. He found an ally in John D. Pennekamp, an editor at the Miami Herald. In the spring of 1960 President Eisenhower proclaimed the Key Largo Coral Reef Preserve, and at the dedication on December 10 that year Governor LeRoy Collins surprised everyone by naming the park after Pennekamp.

A protected reef is also a busy fishing ground around it. Local guides split their days between Florida Bay, where bonefish, tarpon and snook cruise the backcountry, and blue water offshore for mahi, sailfish and wahoo. Dockside grills on the island serve the day's mahi and lobster, and dinner menus lean on fresh snapper.

The everyday reef fish here is yellowtail snapper: small, sweet, thin fillets that cook in minutes. The tourism council's fishing calendar marks April through August as its peak, which lines up neatly with long summer evenings on the bay side.

The lobster rule only Key Largo has

Florida opens spiny lobster with a two day sport season on the last consecutive Wednesday and Thursday of July. The 2027 dates are July 28 and 29. In Monroe County the bag is six per person, and diving at night is banned for those two days. One rule belongs to Key Largo alone: harvest is prohibited inside John Pennekamp Coral Reef State Park during the sport season.

The regular season runs August 6 through March 31. A lobster must have a carapace longer than 3 inches, measured in the water, and must come ashore whole. You need a saltwater license and a lobster permit unless you are exempt, and the no take zones of the Florida Keys National Marine Sanctuary stay closed all year.

What is in season

What the Key Largo reef gives, and when

Lobster and stone crab dates come from the Florida Fish and Wildlife Conservation Commission. Fish timing comes from the Monroe County tourism council's fishing calendar, which shows when fishing is usually good, not when harvest is legal.

From the lineup

Bottles for a Key Largo fish fry

Reef fish are delicate, so these go on lightly and let the snapper lead.

Cold Water

Medium, 3.5 oz, $9

Ancho, cumin, Mexican oregano and dried lime. Made for fish tacos, and gentle enough for thin yellowtail fillets.

Gulf Coast Blackening

Some Heat, 3 oz, $9

When you have a thicker mahi or mutton snapper fillet, this smoky, herby blend builds a proper crust in a hot pan.

Grand Isle Hook Set Sauce

Some Heat, 8 fl oz, $12

A bright Louisiana style hot sauce with a lime finish. Shake it on fried fish, tacos or a lobster roll.

Cook it at home

Yellowtail snapper tacos

Yellowtail is the fish Key Largo eats most nights. The fillets are thin, so this is a five minute cook once the pan is hot.

What you need

  • 1 to 1.5 lb yellowtail snapper fillets, skin on
  • Cold Water rub and a little neutral oil
  • 8 small corn tortillas
  • Shredded cabbage, sliced avocado and lime wedges
  • Grand Isle Hook Set Sauce

How it goes

  1. Pat the fillets very dry, rub them with a thin coat of oil, then season the flesh side well with Cold Water.
  2. Heat a cast iron pan over medium high until a drop of water skips across it.
  3. Lay the fillets in skin side down and press gently for ten seconds so they stay flat. Cook 2 to 3 minutes until the skin is crisp.
  4. Turn and cook 1 minute more, just until the flesh is opaque and flakes with a fork.
  5. Warm the tortillas in the same pan, break the fish into big pieces and build the tacos with cabbage, avocado, lime and Hook Set Sauce.
Worth knowing. Leave the skin on. It holds the soft fillet together in the pan and crisps like a chip.
