Gulf County, the Forgotten Coast

Port St. Joe, Florida: a scallop town giving its bay a year off

Every August, St. Joseph Bay fills with snorkelers and mesh bags. In 2026 the state called off the hunt after a survey found too few scallops. Here is what that means for visitors, where the season is still open, and a grill recipe for store bought scallops.

A bay built for scalloping

Port St. Joe faces west across St. Joseph Bay, a calm body of water almost closed off from the Gulf by the long arm of the St. Joseph Peninsula and Cape San Blas. The shallow grass flats are scallop country, and in a normal summer the bay draws families who rent a boat, pull on a mask and spend the afternoon picking scallops off the bottom by hand.

The town is older than it looks. A port called St. Joseph boomed here in 1835 and fought Apalachicola for Gulf trade, according to Florida State Parks. It lasted only nine years, long enough to host the convention where 56 territorial delegates drafted Florida's first constitution in 1838. That document became the state's founding law when Florida joined the Union in 1845. A small state museum near the bay tells the story.

The modern city grew up around the same harbor and is now the seat of Gulf County. The Census Bureau's 2025 estimate puts its population at 3,995, up from 3,360 at the April 2020 base. People come for the bay, the peninsula beaches and a slower pace than the resort towns to the west.

Why the 2026 season never opened

The Gulf County Zone was due to open August 16 and run to September 24, per Fox 13's season guide. On August 13, 2026, three days before opening, the Florida Fish and Wildlife Conservation Commission closed it after a summer survey of St. Joseph Bay found very low scallop abundance. The agency called it precautionary, a way to give the scallops still in the grass the best chance to spawn and seed future seasons.

The closed zone covers all state waters from the Mexico Beach Canal in Bay County to the westernmost point of St. Vincent Island in Franklin County, so the whole bay is included. Fishing, boating and swimming stay open, and the FWC says it will work with the community on restoration. If you still want to scallop this year, drive east: the zone from Franklin County through northwestern Taylor County, which takes in Carrabelle, Lanark and St. Marks, is open July 1 through September 24, with a limit of two gallons in the shell per person a day.

From the lineup

Three bottles for a St. Joseph Bay weekend

Scallops are sweet and delicate, and the fish from the bay are mild. Seasoning here should back them up, not shout over them.

RiverKingz All Purpose Rub

Mild, 4 oz, $9

Garlic up front, low salt and almost no heat. A light dusting under the bacon lets a sweet scallop stay sweet.

Big Muddy Mango Smoke

Medium, 8 fl oz, $12

Mango first with a soft smoke. Brushed on in the last minutes of grilling, it glazes the bacon without burning.

Gulf Coast Blackening

Some Heat, 3 oz, $9

For whatever the bay gives up on a rod: speckled trout, redfish or a snapper from outside the cape. Deep, smoky and a little peppery.

Cook it at home

Bacon wrapped scallops with a mango glaze

With the bay closed this year, the seafood counter is your scallop boat. Large sea scallops hold up on a grill far better than bay scallops, and bacon keeps them juicy.

What you need

  • 12 large sea scallops, side muscle removed, patted dry
  • 6 slices thin bacon, cut in half
  • 1 1/2 tsp RiverKingz All Purpose Rub
  • Big Muddy Mango Smoke
  • Toothpicks or skewers, soaked in water
  • Lime wedges

How it goes

  1. Lay the bacon in a skillet or on a sheet pan and cook it halfway, until it starts to render but still bends. Let it cool.
  2. Dust the scallops all over with RiverKingz, wrap each one in a half slice of bacon and pin it with a toothpick or thread them onto skewers.
  3. Grill over medium high heat, lid down, 3 to 4 minutes a side, until the bacon crisps and the scallops turn opaque and just firm.
  4. In the last minute, brush on a thin coat of Big Muddy Mango Smoke and let it set. The sugar burns if it goes on sooner.
  5. Squeeze lime over the top and serve straight off the grill.
Worth knowing. Par cooking the bacon is the whole secret. Raw bacon will not crisp before the scallop inside turns rubbery.
